TADLP & RC MOSQ 


TADLP allows soldiers to attend MOSQ 
courses within 50 miles of their home 
station thus eliminating the primary 
reason for RC "no-shows": having to 
leave home for extended periods. 
Most of the courses being redesigned 
for DL under the TADLP program are 
MOSQ courses for Skill Level 1,3 & 4! 
Provides easy access to much needed 
training seats for RC soldiers.

would compensate 
RC soldiers for 
time spent in DL 


The HASC has approved the Authorization Act (FY02 
Omnibus bill) by a vote of 58 to 1, and forwarded it to 
the full house. 

Changes submitted pertaining to DL are included under 
Title V, Military Personnel Policy Subtitle C, Education 
and Training, Section 532. 

"Section 206(d) of title 37, United States Code, is amended to 
read as follows: A member of a Reserve Component may be paid 
compensation under this section for the successful completion of 
courses of instruction undertaken by electronic, paper-based, or 


other distributed learning.'

Selection 

• Ensure the greatest readiness pay-off for the Army's combat 
and sustaining forces when committing resources for DL 
training product development. 

• ATRRS is baseline document for selecting courses for 
redesign to DL. 

• MACOMs, NGB, & USAR nominate courses for redesign to DL 
by lOCT annually. (ADRS & MTSA have first priority) 

•TPIO assembles consolidated course lists from MACOM 
nominations. 


•TPIO assembles MACOM and proponent school information 
and establishes a priority alignment (1-N list). 


•TPIO finalizes 1-N list, forwards it to appropriate training 
proponents for action, MACOMs, & posts it on DCST web 
page (now TADLP web page).

Armor Captain Career Course- 


•Currently being run in a pJB<C status. 

'The AC3-RC (DL) consists of 3 phases. 

'Phase I is delivered via the Internet & is entirely 
asynchronous. This is the knowledge based crawl 
phase. 

'Phase II is also delivered via the Internet but is 
synchronous. Students collaborate in a virtual TOC 
environment. This is the walk phase. 

'Phase III is conducted during a 2 week ADT. Exercises 
are conducted at FT Knox in simulators & local training

positive and described the course as an improvement over the 
previous paper-based correspondence course. 


•Issues raised: 

*Awarding of retirement points for successful completion of 
each phase of training. 

•Develop policy for states to compensate students for time 
spent in synchronous training. 

•Restructure specific course material to separate long lessons 
into several shorter lessons. 

•Provide asynchronous study material on CD ROM as an 
alternative to online coursework and downloads. 

•Students reported nearly 100% of course time was spent 
interacting with peers and instructor.

or more DL sites that meet course criteria.

As of March 2001 the combined TADLP/DTTP programs have 
fielded 388 Digital Training Facilities. This quantity and the 
strategic locations of the DTFs fielded results in a 75% coverage 
of the Force in terms of accessibility to a DTF within 50 miles of 
home station.
